i want to test out just spraying a nice coat of used motor oil on new concrete and just get it over with. Should seal it nice.

those are THE guys who hand out fines for polluting, illegal dumping, and environmental contamination. i have heard horror stories about when those guys show up. they hand out HUGE fines for small contaminated areas. imagine getting fined $2500 for a 1 square foot patch of oil contaminated dirt driveway, and then having to pay for the proper disposal of said contamination. they are BAD NEWS........
